Our Mission

Big government is not simply the size of the budget, or the number of federal programs; it is the role the federal government plays in our daily lives.

We at the Lincoln Heritage Institute will not sit idly by and allow bloated bureaucracies, budensome tax policies, a failing public education system, and out of control regulatory system, and a growing disregard for the rule of law to become an accepted way of life

We have as our purpose, through public education, the revitalization and preservation of our traditional political, social, commercial, and legal environment in which the only limits to achievement are individual ability and effort.

An American’s Encounter
with the U.N.’s International Criminal Court

by C. Grady Drago, Chairman of the Lincoln Heritage Institute

Dr. John Levine thought of himself as a model U.S. citizen.

His grandparents immigrated to the U.S. from Germany in the mid 1930’s. John’s father was born in the U.S where he met and married John’s mother. While he was hard working and provided very nicely for the family, he could not afford pay for his children’s college educations. John was determined to become a physician and went to work to earn the money to pay his way through college and medical school. After graduation, he met a very bright and lovely young lady named Sarah. They fell in love and soon married.

John held very strong religious views and believed strongly in family values. He had a successful and growing gynecological practice, and after twelve years of marriage and three children, he and Sarah were still very much in love and affectionate in their relationship.

On his way to his office one morning, he had the feeling that two men in a black limousine with tinted windows were following him. Upon arriving at home at the end of the day, he noticed the same car drive by as he pulled into the driveway.

Offhandedly, he mentioned this to his wife, “This may sound crazy, but I think I was followed today. It seemed to be a couple of guys in a black sedan.” Sarah looked a bit concerned and apprehensive but didn’t say anything right away. After dinner, and after sending the children upstairs to get ready for bed, she asked “What makes you think you were being followed?” “Well, I noticed them on the way to the office, but didn't think much of it. When I got home and pulled into the driveway, the same car and driver pulled past the house.”

He knew by the look on her face that something was wrong. “Why do you ask?” he inquired. “Well, I didn’t want to worry the children and didn’t want you to think my imagination was running wild so I didn’t say anything, but for the past few days I’ve had a very uncomfortable feeling that I was being watched. I noticed that a black sedan kept passing in front of the house, then I thought I saw them in the parking lot at the shopping center, and then parked at the end of the block on a few occasions. Also, the children told me that some strange men had been hanging out at the school playground and that they saw them again at the school bus stop. John, what’s going on?”

“I don’t know honey, but in the morning I’ll pay closer attention to the cars behind me, and please keep the house locked even while you are here. If you see them again, call me immediately.”

As the week went on, he continued to notice a black sedan, but could not tell if it was the same one. He also began to notice that his office staff, nurses at the hospital, and some of his colleagues was beginning to shun him. When he confronted them, he was informed that some official looking men were asking personal questions about him and his medical practice. They seemed to be particularly interested in which doctors did or did not perform abortions. John was not too concerned because his practice did not perform abortions.

Wondering if he was being investigated by the local police, the medical association, or the state government, he called around and found he was not. The police told him that if he could get some pictures of these men or a license plate number, they would check into it.

Sarah began to be very concerned and upset, as she was now positive that they were being watched. Their usually friendly neighbors were beginning to act odd. She jokingly said, “You’d think we had a bad case of body order or something.” It did not mask her concern.

John was now very worried not only for his reputation, but also for the safety of his family.

He decided to make additional inquiries, this time of national law enforcement agencies, trying to find out he was under investigation for anything, even as a potential witness. He was assured he was not.

He tried to hide his concern from Sarah, who by now was half frantic with worry, even keeping the children out of school.

One evening, he decided to go for a walk to clear his head. When he got to the end of the block and began to turn the corner, he was accosted and forced into a black limousine by people that later identified themselves as agents of the U.N.’s International Criminal Court (ICC). His hands were cuffed behind his back and they held a gun on him. When he demanded to know what was going on, he was informed that he had been charged with a “crime against humanity.” “What crime?” he asked. They did not answer; in fact, they did not utter another word.

John was not allowed to contact his family or a lawyer. He is taken directly to the airport where he was put aboard a foreign airline and transported to the Hague. He felt as though he was in a make-believe world. He could not make sense out of what was happening.

His demands to see someone from the U.S. Embassy, and to speak to his lawyer and family, were met with silence. He was isolated in a small concrete cell, damp, dark, and smelling of mold. He was left alone for the longest week he could remember. Finally, his cell was unlocked and, while not saying a word, two guards cuffed his hands behind his back and lead him down a dark concrete hallway. Large double doors opened and he was escorted into what was obviously a courtroom, where he was formally charged with crimes against humanity. He was so shocked and in stunned disbelief that he accepted the charge with no comment, particularly since none was sought.

Thus began a criminal proceeding without the defendant being told what specific criminal code, statute, or regulation was violated. He was endlessly interrogated and pressured to confess that he knowingly violated “international human rights” because he denied a women an abortion. He was told that if necessary, he could be tried as many times as a judge determined necessary to get a conviction on the same charges. He was also informed that he would not have the chance to confront his accuser and that, if found guilty, he had no right of appeal.

He was given a court-appointed attorney, who was not allowed to aggressively question witnesses, nor was he allowed to present witnesses.

His world was turned upside down and the feeling of abandonment and bewilderment was all-consuming. His mind was disconnected from reality, and a deep, dark feeling of fear was taking over his consciousness. His nation was powerless to help him, even though what the U.N. charged him with was not a crime in the U.S.

In other words, his U.S. Constitutional rights were stripped away because the sovereignty of the U.S. was abandoned by President Clinton when he agreed to and signed the U.N. treaty establishing this ICC.

Fortunately, our little fable never occurred because President George Bush withdrew U.S. support of the treaty.

However, this has not stopped the U.N. Security Council from attempting to have the ICC applicable to the U.S. in spite of President Bush’s action.

This is just one attempt at grabbing power and usurping the national sovereignty of member nations by the U.N. The U.N. has become a haven for socialists, totalitarian governments, and terrorists. It is clearly opposed to the U.S., and all free nations.

As examples, they are protecting Iran, a totalitarian nation openly developing nuclear weapons. At the same time, they openly oppose the State of Israel (a bastion of democracy and liberty in that region of the world) while simultaneously enthusiastically embracing and supporting Arafat and his Palestinian movement.

The U.N. has adopted programs on women’s rights that allows marriage to be defined as rape; they have adopted a gun control measure denying citizens the right to own a gun; UNESCO has many programs to control the education of all children (in effect establishing an international School Board which can dictate to U.S. local school boards), teaching anti-free-market propaganda to young children and that nature is the true God. They openly oppose the ownership of private property and have developed programs to control the land-use planning of member nations, which President Clinton used to stop the development of a gold mine in the U.S.

The Court was officially established on April 11, 2002, and is just beginning its first session. Will they begin litigation of possible crimes against Robert Mugabe who is starving the people of Zimbabwe, Osama bin Ladin, or Saddam Hussein? Guess again. The ICC prosecutor has begun a criminal investigation of Prime Minister Toni Blair for his role in the Iraq War. Does this fit into the realm of conscious reality?

The International Criminal Court is just one more attempt by the U.N. to suppress the national sovereignty of nations (particularly democracies) and become an all powerful one-world governimg body.

When nations sign a treaty, as we did in establishing the U.N., there is supposed to be some value in doing so.

Today, it is difficult to see any quid pro quo for the U.S. It is time to reconsider U.S. membership in the U.N.
