We at the Lincoln Heritage Institute will not sit idly by and allow bloated bureaucracies, budensome tax policies, a failing public education system, and out of control regulatory system, and a growing disregard for the rule of law to become an accepted way of life

We have as our purpose, through public education, the revitalization and preservation of our traditional political, social, commercial, and legal environment in which the only limits to achievement are individual ability and effort.

 

 

Another Panama Canal Treaty –
This Time, Does Red China Get It?

EDITOR’S NOTE: Mr. Marine is a candidate for President of Panama, a former employee of the Panama Canal Commission, with Panamanian and U.S. dual citizenship. This article is written exclusively for the Lincoln Heritage Institute, and is the first in a series.

On March 1, 1997, those who opposed that President Jimmy Carter surrender the Panama Canal were once again proven right. On that day, Communist China took control of U.S. built ports, U.S. bases and functions of the Panama Canal. A 1996 U.S. Army Corps of Engineers report identified 830 major problem areas in  the Panama Canal; U.S.-Panama military base talks have broken down; narco-Marxist Colombian guerrillas are within walking distance of the Panama Canal; Noriega’s political party controls the country; and the Justice Department has received evidence regarding a cover-up by the Clinton Administration with ties to Webster Hubbell, the Riady Family/Lippo Group and the Communist Chinese.

To implement the 1977 Panama Canal Treaties, drug dealing dictator Omar Torrijos was forced to hold a plebiscite. In this plebiscite, the Panamanian people rejected the treaty. Jimmy Carter, as he did in the elections of ’84 and ’89, supported the fraud perpetrated against the will of the Panamanian people. Today in Panama, 80% of the Panamanian people want the U.S. to stay. Support earned in blood by the 25 U.S. soldiers who died liberating Panama in 1989. Panama is free today, because of the sacrifice of Americans.

Senate Intelligence has listed China Resource Enterprises as the CIA, and COSCO is the Chinese Red Army. Both are partners in the Panama Canal. The Chairman of China Resource Enterprises admits publicly that they are the Ministry of Trade & Economic Co-operation of Communist China. The same government that has murdered 70 million of their own people. 

The Panama Canal has not had a major overhaul in 18 years. Locked doors almost fall off, and the security system that protects the Canal against terrorist/sabotage attacks is inoperable. The Panama Canal, known as the Eighth Great Wonder of the World, is falling apart. Corruption is widespread and work force morale is low. Panamanian and American workers predict the Panama Canal will close no later than 2005. 

Within walking distance to the Panama Canal, there are Colombian guerrillas who are on the State Department’s list of terrorists, and have this year blown up Colombia’s oil pipeline 21 times. Colombians still learn that Panama is a province of Colombia, and Panama does not have an army to protect itself from Colombia’s 200,000 man military. 

Panama suffered 21 years of dictatorship under the PRD political party. With only 33% of the vote, President Balladares was elected in 1994. The media has tied up to 1/3 of his campaign funds to drug sources. He has actively committed fraud in Panama against multiple U.S. companies. The President wants to run for re-election in a plebiscite he cannot win.  If he commits fraud, he takes Panama down the road of dictatorship.

Over the past two years, information has been coming into my offices regarding corruption in the Panama Canal. In documents to be delivered next week, charges will be leveled at top Panama Canal officials. New information will be added to  the previous information, forwarded to the FBI in 1996.

What did Webster Hubbell do for the Lippo Group/Riady’s for the large sum of money he was given? Former Chief of Staff Mac McClarty spent considerable time in Panama as Clinton’s advisor in Latin America, and the U.S. Ambassador has on multiple occasions lied to Congress regarding the Communist Chinese. The Clinton Administration knows what is going on in Panama, and has actively promoted its acceptance.

Media has also linked Panama’s top base negotiator to the drug cartels. The U.S. has agreed to place U.S. troops under foreign command, and under Panamanian legal jurisdiction. The U.S. wants a 12-year agreement, while Panama wants a three-year agreement. U.S. troops would also be landlocked, with Panamanian ports under Communist Chinese control. President Clinton will also by-bass the Senate treaty ratification process, and issue an executive order to approve a U.S.-Panama base treaty.

I have yet to meet an American who is not outraged at what is happening to U.S. national security interests in Panama.
